In 2020, Transport for London introduced the Direct Vision Standard (DVS), a scheme with the objective of ending all transport-related deaths on the roads of London. The scheme required HGVs weighing over 12 tonnes, entering Greater London to install a ‘safe system’. Since the inception of the scheme, there has been a 75% decrease in fatal accidents attributed to impaired vision. Now, in 2024, Transport for London is aiming to eliminate all fatal accidents by issuing a new set of legal requirements and if you don’t follow suit, your company and your drivers could be fined. To help you prepare for the new directive, we’ve answered everything you need to know to be compliant and avoid fines.

What equipment do I need to install to ensure my HGV reaches Direct Vision Standard requirements? 

Transport for London stipulates HGVs weighing over 12 tonnes entering Greater London must have a “Progressive Safe System” installed. To achieve the “Progressive Safe System”, you need the following equipment installed:

  • Camera monitoring system fitted to the vehicle’s nearside
  • Class V and VI mirrors
  • Blind spot sensors fitted to the vehicle’s nearside
  • Moving off sensors fitted to the front of the vehicle
  • Side under-run protection on both sides
  • Audible warning alert when the vehicle turns left
  • Prominent visual warning signage

Will my existing equipment be enough for DVS 2024 requirements?

Partly, however, there is additional equipment you will need to add. Direct Vision Standard rates vehicles with a star rating. In 2020, the “safe system” required was equivalent to a 1-star rating. In 2024, the scheme requires you to have a 3-star rating. In addition to the kit you installed in 2020, you will also need to install moving-off sensors fitted to the front of the vehicle. These sensors will highlight to the driver if anyone or anything is within a couple of meters of the front of the vehicle.

You will also need to upgrade the vehicle’s side sensors. Previously the scheme required the sensors to alert the driver of anything it detected, however, the updated scheme requires side sensors that only detect moving objects and ignore outdoor furniture such as bins, benches, lamposts, etc.

When do I need to have a “Progressive Safe System” installed?

TfL has extended the deadline for installing the ‘Progressive Safe System,’ giving hauliers more time to adapt to the changes. However, by 28th October, you must have an installation date booked and obtain a letter from your supplier confirming this. This letter is required when applying for a permit from TfL. Please note that without an approved permit, you will still be fined, even if the equipment is installed. Pre-registration for safety permits opened in June 2024.

We strongly recommend taking prompt action when purchasing and installing your DVS kit. During the initial launch of the initiative in 2020, there was a shortage of equipment and qualified installers across the UK, causing many businesses to miss compliance deadlines.

Can I use a different supplier for the new DVS requirements?

Yes. It does not matter which supplier you use, as long as your existing equipment is in fine working condition, you will only need to add the moving-off sensors and improved side sensors.

How much will I be fined if I do not comply?  

If you do not comply with the Direct Vision Standard scheme, the government will issue you with a penalty charge of £550 each time your vehicle enters Greater London.

Will there be further changes to the scheme?

Yes. The scheme will be reviewed in 2028 and will require vehicles to achieve a 5-star rating. However, the specifications to obtain this have not been released and will likely be disclosed closer to the time.
