What is Direct Vision Standard (DVS)?

Transport for London (TFL) introduced the Direct Vision Standard (DVS) for the sole purpose of protecting vulnerable road users. Historically, HGVs have been involved in more fatal collisions than any other road vehicle. To combat this the DVS scheme implemented a star system, requiring vehicles to obtain a one-star rated vehicle by October 2020. This required the vehicle to install a “safe system”.  Since the debut of the initial DVS safety system in 2020, there has been a 75% decrease in fatal accidents attributed to impaired vision.

TFL’s vision is to ensure there are 0 accidents, and therefore have introduced the next legal requirement for Heavy Goods Vehicles over 12 tonnes entering London. Your vehicles must have a “progressive safe system” installation prior to October 28th 2024.

After confirmation of the installation date from your us, you must inform the TFL and apply for a new permit, which we can help you to do. Applications opened June 2024.

What Equipment do you need to meet the Direct Vision Standard (DVS) Progressive Safe System requirements?

To achieve the ‘Progressive Safe System’ status, your vehicles need to install the following equipment by October 28th 2024:

  • Camera monitoring system fitted to the vehicle’s nearside
  • Class V and VI mirrors
  • Blind spot sensors fitted to the vehicle’s nearside
  • Moving off sensors fitted to the front of the vehicle
  • Side under-run protection on both sides
  • Audible warning alert when the vehicle turns left
  • Prominent visual warning signage

What Equipment do you need if you achieved the 2020 Direct Vision Standard (DVS) requirements?

The Direct Vision Standard assigns star ratings to vehicles based on their safety features. In 2020, meeting the “safe system” criteria meant you achieved a 1-star rating. By 2024, the requirement will increase to a 3-star rating. Along with the equipment you installed in 2020, you’ll need to add moving-off sensors (also known as microwave sensors) to the front of your vehicle. These sensors alert the driver to the presence of any objects or people within a few meters of the front of the vehicle.

Additionally, the vehicle’s side sensors need to be upgraded. While the previous requirement was for sensors to alert the driver to any detected objects, the updated scheme specifies that side sensors must now only detect moving objects, ignoring static items like bins, benches, and lamp posts.

Where Does the Direct Vision Standard (DVS) Area Apply?

Direct Vision Standard Enforcement Area for DVS London

Transport for London have specified that the above area will be subjected to the Direct Vision Standard kit requirements. This enforcement area is operational 24 hours a day, 7 days a week. DVS compliance is required over this vast area, stretching to the M25 in some areas and incorporating key A roads that lead into central London.

Avoid a £550 penalty charge notice by ensuring your vehicles are complete with compliant equipment and Transport for London’s safety permit.
