The announcement of Transport for London’s new Direct Vision Standard (DVS) requires vehicles to install a ‘Safe Systems’.

Transport for London (TFL) have introduced the Direct Vision Standard (DVS) for sole purpose of protecting vulnerable road users. All HGVs over 12 tonnes (gross vehicle weight) must be granted a safety permit to enter or operate in Greater London. However, in order to receive your permit, hauliers must take steps to ensure their vehicles are correctly equipped to cope with the busy streets of the capital city. Permits are available from October 26th 2019, exactly 12 months ahead of the deadline.
All vehicles over the weight limit are measured from zero to five stars on the visibility each driver has through the cab window. Based on the ratings each vehicle receives, a ‘Safe System’ must be installed to bring lower graded vehicles to an appropriate standard.
There are two key deadlines that have been established for the permit requirements:
Applications are free to secure the necessary permit, however with a penalty charge notice (PCN) of up to £550 issued to every vehicle that doesn’t meet standards, the financial implications of failing to install a system could be costly.

In April 2020, Transport for London announced an extension to the enforcement of the Direct Vision Standard scheme. Although the new rules will still legally come into force on 26th October, 2020, no charges will be payable or enforced for non-compliant vehicles under those new standards until the end of February 2021.

For fleet operators who currently have one or two star rated vehicles, the ‘Progressive Safe System’ will be reviewed in 2022. Transport for London have specified that the above area will be subjected to the Direct Vision Standard kit requirements. This enforcement area is operational 24 hours a day, 7 days a week. DVS compliance is required over this vast area, stretching to the M25 in some areas and incorporating key A roads that lead into central London.
