A New Era for Waste Transfer Notes: Why Waste Movers Need to Get Digital

For waste movers, paperwork has always been part of the job. But in 2026, one long-standing part of that routine is set to change for good.

Waste Transfer Notes (WTNs), the documents used to record the movement of waste, have been part of the industry for decades. From October 2026, Phase 1 of Defra’s scheme to introduce Digital Waste Transfer Notes (DWTNs) is expected to begin, with permitted waste receiving sites required to adopt the digital system, initially in England, with aligned implementation expected across Scotland and Wales.

For some, this represents a big shift…

What is a Waste Transfer Note?

If you have ever moved waste, you have filled one in. If you have ever received waste, you have handled one.

WTNs are legal documents that record what was moved, who moved it, where it came from, and where it was taken. They exist to ensure waste is handled correctly and to create a clear audit trail (soon to be digital) demonstrating compliance with:

  • Regulation 12 of the Waste (England & Wales) Regulations 2011
  • Regulation 12 of the Waste (Scotland) Regulations 2012

Traditionally, these documents have been handwritten and typically completed by drivers or site staff, then passed between collection points, weighbridges, transfer stations, and offices before being scanned or stored physically.

It is a process most waste movers know inside out. But it is not without its faults. Notes go missing, handwriting is misread, delays occur, and errors creep in.

Why is It All Going Digital?

In short: to tackle waste crime, improve transparency, reduce environmental impact, modernise processes, and connect all parties involved in waste management.

For waste movers, this means less paperwork, better organisation, and one less headache during audits.

What Does That Mean for You?

If you are a waste mover, change is coming.

While Phase 1 in October 2026 is expected to initially impact waste receivers, waste carriers are expected to be required to adopt Digital Waste Transfer Notes in later phases. This means you will be able to log every waste movement electronically using a compliant system. This includes capturing digital signatures and storing records securely.

It may take some adjustment, but once embedded into your workflow, it quickly becomes a significant operational improvement.

What Does That Mean for Your Customer?

Customers will benefit too.

Instant access to Waste Transfer Notes at the point of collection or delivery means no more waiting around for paperwork. With digital notes shared instantly from the driver to all relevant parties, it reduces admin for everyone involved.

How Does It Work in Real Life?

With the right system in place, the process becomes simple:

  • A job is created and a WTN is pre-populated with accurate details
  • The driver captures a digital signature onsite
  • The completed document is instantly saved and shared
  • Copies are automatically sent to the customer
  • Records are securely stored and easily retrievable

It is quicker, cleaner, and far more reliable than traditional paper-based methods.
