WHAT IS THE DIRECT VISION STANDARD?

Transport for London (TFL) have introduced the Direct Vision Standard (DVS) for sole purpose of protecting vulnerable road users. All HGVs over 12 tonnes (gross vehicle weight) must be granted a safety permit to enter or operate in Greater London. However, in order to receive your permit, hauliers must take steps to ensure their vehicles are correctly equipped to cope with the busy streets of the capital city. Permits are available from October 26th 2019, exactly 12 months ahead of the deadline.

All vehicles over the weight limit are measured from zero to five stars on the visibility each driver has through the cab window. Based on the ratings each vehicle receives, a ‘Safe System’ must be installed to bring lower graded vehicles to an appropriate standard.

There are two key deadlines that have been established for the permit requirements:

  • October 26th 2020 – All 0 star rated HGVs over 12 tonnes with require a ‘Safe System’ in place or they won’t be able to operate
  • October 26th 2024 – All HGVs rated 0 to 2 stars will be banned from entering Greater London without a ‘Progressive Safe System’

Applications are free to secure the necessary permit, however with a penalty charge notice (PCN) of up to £550 issued to every vehicle that doesn’t meet standards, the financial implications of failing to install a system could be costly.

WHAT EQUIPMENT DO YOU NEED TO MEET THE STANDARD?

To achieve the ‘Safe System’ status, all zero star rated vehicles need to install the following equipment by October 26th 2020:

  • Class V mirror shall be fitted to the nearside of the vehicle
  • Class VI mirror shall be fitted to the front of the vehicle
  • Blind spot elimination through a connected camera system
  • Audible left-turn vehicle manoeuvring warning
  • Proximity warning sensors installed on the near side of the vehicle
  • External pictorial aids to warn vulnerable road users of the hazards of the nearside of the vehicle
  • Sideguards fitted to both sides of a vehicle where possible

For fleet operators who currently have one or two star rated vehicles, the ‘Progressive Safe System’ will be reviewed in 2022.
